எத்தனையோ சந்தர்ப்பங்கள் கிடைத்தும் நழுவவிட்ட தமிழர் போராட்ட வரலாறு இன்று ஆரம்பிக்கப்பட்ட புள்ளிக்கே மீண்டும் வந்து நிற்கிறது. வன்னியில் மக்கள் மரணத்தின் விளிம்பில் கொண்டு வந்து நிறுத்தப்பட்டு உள்ளனர். ஒவ்வொரு தமிழ்பேசுவோரும் இதனை உணர்ந்து செயற்ப்பட வேண்டிய காலம் இது.
கடந்த தமிழ்பேசும் மக்களின் போராட்டப் பாதையில் பல ஒற்றுமைப்படுத்தும் ஒன்றிணைக்கும் கூட்டுமுன்னணி அமைக்கும் செயற்ப்பாடுகள் நடைபெற்றபோதும் அவை முன்னேற்றம் காணாமைக்கான காரணங்களை மீளப்பார்த்து விமர்சித்து தவறுகள் மீளவும் நடைபெறாது செயற்ப்பாடுகளில் ஈடுபடுவதும், தொடரச்சியாக முன்னேறிச் செல்லும் வழிமுறைகளை உருவாக்கிக்கொண்டும் திட்டமிட்டு செயற்ப்படுவது அவசியமானது. அதேவேளை விடுதலைப் புலிகள் உட்பட அத்தனை அமைப்புக்களையும் உள்ளடக்கிய முயற்ச்சிகளில் ஈடுபட வேண்டிய தேவை உள்ளதையும், முரண்பட்ட அரசியல் நோக்கம் கொண்டவர்களும் இணைந்து செயற்ப்படும் தளம் உருவாக்கப்பட வேண்டியது காலத்தின் கட்டாயமாக உள்ளது.
மார்ச் 22 அன்று தமிழர் தகவல் நடுவம் TIC ஒழுங்கு செய்த கூட்டம் தமிழர் தகவல் நிலையத்தின் மண்டபத்தில் மாலை 4 மணிக்கு நடைபெற்றது. இக்கூட்டத்திற்கு தமிழ் மாணவர் பேரவையின் முன்னாள் உறுப்பினர்கள் உட்பட பல தரப்பட்ட அரசியல்ப் பின்னணிகளை கொண்டவர்கள் அங்கு பிரசன்னமாகியிருந்தனர், தமிழ் மாணவர் பேரவையினரின் உரைகளுடன் கூட்டம் ஆரம்பமானது.
தமது போராட்டம் கல்வி தரப்படுத்தலுக்கு எதிராக ஆரம்பிக்கப்பட்டது என்றும் திட்டமிட்ட அரசியல் நோக்கு இதற்கு இருக்கவில்லை என்றும் அன்று அப்போதுள்ள பிரச்சினைகளுக்காகவே அது செயற்ப்பட்டது என்றும் மாணவர் பேரவை சார்பாக ஒருவர் கருத்து முன்வைத்தார்.
தமிழ் மாணவர் பேரவையின் ஆரம்பகால கர்த்தாக்கள் பற்றியும் பேசப்பட்டது. இவை போன்ற பல அமைப்புக்கள் ஆரம்பகாலத்தில் உருவாகி அவை தொடர்ந்து செயற்ப்படாமல் போயிருந்தன என்றும் இந்த ஆரம்பகால நடவடிக்கைகளுக்கு இங்கு முன்னுரிமை கொடுக்காமல் தற்போது மக்கள் எதிர்நோக்கும் பிரச்சினைகள் பற்றியும் தற்போதய ஈழத்து நிலைமைகள் பற்றியும் பேசவேண்டும் என்ற கருத்துக்கள் கூட்டத்தில் எழுந்தன.
கூட்டத்தை ஓழுங்கு செய்தவர்கள் இக் கூட்டமானது எது சரி? எது பிழை? என விவாதிக்க முடியாது, இங்கு யாரும் அதற்கு பதில் வைத்திருக்கவில்லை, இக் கூட்டத்தின் நோக்கம் ஒரு சமூகமாக Political Initiationஜ உருவாக்க தனிப்பட்டவர்கள் ஒன்று சேர்ந்து செய்யும் முயற்ச்சியே இது என்றனர்.
கூட்டத்தில் இங்கு தமிழர்க்கு positive ஆன கருத்துக்களையே முன்வைக்கும்படி ஒரு கருத்து எழுந்த போது: தமிழர்களுக்கு சார்பான (positive) விடயங்களை முன்வைப்பதே நல்லது என்றாலும் விமர்சனம் மிக மிக முக்கியம் என்றும் கடந்த காலங்களில் நடைபெற்ற தவறுகள்இ எது? என்ன? எப்படி உருவானது? சரி பிழைகள் போன்றன விமர்சனம் மூலமே தீர்க்க முடியும் என்றும் அதிலிருந்தே முன்னேற முடியும் என்றும் அங்கே கருத்து வைக்கப்பட்டது.
கடந்த காலங்களில் தமிழர்கள் தமிழ் அமைப்புகள் இயக்கங்கள் reactive ஆகவே நடந்துள்ளார்கள் என்றும் proactive ஆக செயற்ப்படவில்லை என்றும் இது ஈழத்திலும் போராட்ட நடவடிக்கைகளிலும் கூட இந்த நிலையே உள்ளதாக எடுத்துக் கூறப்பட்டது.
மேற்கூறிய விடயங்களின் அடிப்படையில் எல்லோரும் சேர்ந்து தமது கருத்துக்களை முன்வைக்கவும் அதனூடாக தமிழர்க்கான எதிர்காலத்தை உருவாக்கும் (நிலைமைகளை) கூட்டணிகளை,
ஆதரவாளர்கள் அமைப்புக்களை, உருவாக்க வேண்டும் என்றும் கருத்து பரவலாக பரிமாறப்பட்டது. வித்தியாசமான கருத்துக் கொண்டவர்களையும் முரண்பாடான கருத்துக் கொண்டவர்களையும் இணைத்துச் செயற்ப்படக் கூடிய நிலைமைகளை உருவாக்கவே TIC விரும்புவதாக அங்கு கூறப்பட்டது. அது இக் கூட்டத்தின் வெளிப்பாடாகவும் இருந்தது. இதற்கு உதாரணமாக இந்திய அமைச்சர் ப சிதம்பரம் தமிழர்கள் ஒன்றிணைந்து செயற்ப்படாது இருப்பது பற்றியும் சுட்டிக்காட்டப்பட்டது.
தொடர்ச்சியாக இராணுவ நடவடிக்கைகளில் நம்பிக்கை வைத்து செயற்ப்பட்டதாலேயே எமது போராட்டத்திற்கு குந்தகம் விளைவிக்கப்பட்டுள்ளது என்றும் கிழக்கு மாகாணத்தைப் பொறுத்த வரையில் யாழ்ப்பாணத்தில் உருவாகிய மாணவர் பேரவையின் விடயங்கள் ஒரு பொருட்டாக என்றுமே இருந்ததில்லை என்றும் கிழக்கு மாகாணம் வடக்கு மாகாணத்தை விட வித்தியாசானமான சூழ்நிலையில் இருப்பதாயும், கிழக்கு மாகாணத்தவர்களின் அரசியல் நிலைப்பாடு வடக்கு மாகாணத்தவர்கள் போன்று அல்ல என்றும் கருத்து முன்வைக்கப்பட்டது. இதைவிட முஸ்லீம்கள் மலையக மக்கள் பற்றிய அவர்களது நிலைப்பாடுகளும் கவனத்திற்கு எடுக்கப்பட வேண்டும் என்றும் கூறப்பட்டது.
ஈழப் போராட்டம் தோல்வியுற்று விட்டது, இப்போராட்ட நடவடிக்கைகள் காரணமாகவே 60சத வீதமான மக்கள் வட கிழக்கு பிரதேசங்களை விட்டு நிரந்தரமாக வெளியேறி வாழும் நிலை உருவானது, ஆகவே சிறுபான்மையினர் இலங்கையின் எந்தப் பிரதேசங்களில் வாழ்ந்தாலும் அவர்களுக்கு அரசியல் உரிமைகள் அளிக்கும் வகையிலும், அவர்களது உரிமைகள் பாதுகாக்கப்படக் கூடிய வகையிலுமான தமிழ் பேசும் மக்களின் அரசியல்த்தீர்வு பற்றி சிந்திக்க வேண்டும் என்றும் கருத்துத் தெரிவிக்கப்பட்டது.
இங்கு குறிப்பிட்ட ஈழப்போராட்டத் தோல்வி என்பது தமிழர்களிடையேயும், இலங்கையிலும், இந்திய உறவிலும, சர்வதேச உறவிலும் தோல்விகளை ஏற்ப்படுத்தியுள்ளது என்றும் கருத்து வெளிப்படுத்தப்பட்டது.
புனர்வாழ்வு, அரசியல்ப் புனர்த்தானம் செய்தல் போன்ற வேலைகளினுடாக தமிழர்க்கான அரசியல் தலைமைகள் உருவாக்கப்பட வேண்டும் என்றும் இபபடியான அரசியல்த் தலைமைகள் மேலெழ முடியாமல் கடந்த காலங்களில் அடக்கப்பட்டுள்ளது என்றும் அங்குகூறப்பட்டது.
நீண்டகாலமாக நடைபெற்ற இப்போராட்டத்தை தொடர்ச்சியான அரசியல்ப் போராட்டமாக, தமிழர்களின் உரிமைகளை அங்கீகரிக்கும் வரை தொடர நாம் முனைய வேண்டும் என்றும் இந்நடவடிக்கைகளில் விடுதலைப் புலிகள் உட்பட அனைத்து அமைப்புக்களும் பொதுவான அரசியல்த் தலைமையின் கீழ் உடன்பட வேண்டும் என்றும் கருத்து வெளியிடப்பட்டது.

இது பற்றி ரவி சுந்தரலிங்கம் தனது கருத்தை முன்வைக்கும் போது தமிழீழம் என்ற பதத்தை கைவிடவேண்டும் இது இன்று சரியான பாதையை தெரிவுசெய்வதற்கு தடையாக இருப்பதையும், அதிகாரப் பரவலாக்கல், எமது பிரதேசத்தை நாமே முன்னேற்றும் உரிமைகள், பாதுகாப்பு போன்ற விடயங்களில் இருந்து எமது பேச்சுக்களை ஆரம்பிக்க வேண்டும் என்றும் கூறினார்.
கடந்த காலங்களில் நடைபெற்ற ஜக்கியத்திற்கான முன்னெடுப்புக்கள் பற்றியும் அதில் ஏற்ப்பட்ட தடங்கல்கள் பற்றியும் அதில் தோழர் டக்ளஸ்சின் ஆதரவுகள் பற்றியும் கூறினார். அதேவேளை ENC (Eelam National Council) ஜ மீள புனரமைப்பு செய்யக்கூடாதா என்றும் கேட்டுக் கொண்டார். இக் கூட்டத்தில் ரவி சுந்தரலிங்கத்தின் எழுத்து சமர்ப்பித்தலும் அவரின் விளக்கமும் முக்கியமாக இடம் பெறவிருந்ததும் பின்னர் வேறு விடயங்கள் இழுத்துச்செல்லும் வழியில் சென்றதாலும் நேரம் போதாமையாகியது.
இந்த அரசியல் முன்னெடுப்புக்களுக்கு முன்னதாக தமிழர்கள் சாரி சாரியாக கொல்லப்படுவது அழிக்கப்படுவது தடுத்து நிறுத்தப்பட வேண்டும் அதன் பின்னரே அரசியல்த்தீர்வு முன்வைக்கப்பட வேண்டும் என்றும் இதுவே எமக்கு முன் உள்ள முக்கிய விடயம் என்றும் கருத்து முன்வைக்கப்பட்டது.
அதேபோல TYO, BTF போன்ற அமைப்புகள் போராட்டம் பற்றிய தவறான கருத்துகளுடன் செயற்பபடுகின்றது, புலி ஆதரவு மட்டுமேதான் போராட்டம் என்று கருதுகிறார்கள் எனவும் சுட்டிக் காட்டி அவர்கள் புலிகளின் கொடிகளுடனும் பிரபாகரனின் படத்துடனும் செய்யும் போராட்டங்கள் பற்றியும் பிரஸ்தாபிக்கப்பட்டது. அதேவேளை BTFன் சமீபத்திய போராட்டங்களில் புலிகளை ஆதரிக்காதவர்களும் பெருவாரியாக பங்குபற்றியுள்ளனர் என்ற கருத்தும் சுட்டிக்காட்டப்பட்டது.
அரசியல் தலைமை வகிப்பில் புலிகள் தவறிவிட்டார்கள், இதன் காரணமாகவே போர் நிலைமைகள் மோசமடைந்தன, அதனாலேயே மக்கள் பாதிப்படைகின்றனர், கொல்லப்படுகின்றனர் என்றும் அதேவேளை யுத்த நிறுத்தம் கொண்டுவர நாம் ஒன்று சேர்ந்து இயங்க வேண்டும் என்றும் தமிழ் மக்களின் மீதான கொலை சாதாரணமானது அல்ல, இது Genicide என்றும் அழிவுகள் உடனடியாக நிறுத்தப்பட வேண்டும், அது நிரந்தரமாக நிறுத்தப்பட வேண்டும், அதேவேளை அரசியல்த்தீர்வும் நிரந்தர தீர்வாக கொண்டுவரப்பட வேண்டும், என்றும் கருத்து வைக்கப்பட்டது.
புதுக்குடியிருப்பு பிரதேசத்திலுள்ள மருத்துவமனை இடமாற்றம் செய்யப்ட்டது மனித உரிமை மீறல் எனவும் அதைவிட பாதுகாப்பு வலயத்தினுள் குண்டுகள் போடுவதும் அடிப்படை உணவுகள் வழங்கப்படாது இருப்பதும் மனித உரிமை மீறல்களே என்றும் இவை பற்றிப் பேச எம்மிடம் பொதுவான அமைப்பு இல்லை அப்படியான ஒரு பொது அமைப்பு எமக்கு இப்போதுள்ள தேவை என்ற கருத்து முன்வைக்கப்பட்டது.
ஒரு பொதுத்தளம் உருவாக்கப்பட வேண்டும் என்பதில் அனைவரும் உடன்பட்டனர். இதற்கான முன்முயற்ச்சியில் ஈடுபடுவது என்றும் அதில் ஒரு கட்டமாக BTF உடன் கதைப்பதற்கு ஒரு குழு தெரிவாகி உள்ளது. ஜக்கிய இலங்கைக்குள்ளேயே உள்ள சிறுபான்மையின மக்களின் பிரச்சினைகள் பற்றிய கூட்டங்களில் இதர சிங்கள முஸ்லீம் மக்களின் பிரதிநிதிகளும் பங்கு கொள்ளும் வகை செய்ய வேண்டும் என்ற கருத்தை எழுப்பிய போது இதற்கு பதிலளித்த வரதகுமார் இதற்கான நடவடிக்கைகளில் தாம் அக்கறையுடன் செயற்ப்படுவதாக கூறினார்.
திம்பு பேச்சு வார்த்தையில் ஏற்றுக் கொள்ளப்பட்ட கருத்துக்களின் அடிப்டையிலிருந்தே தமிழர்களின் அரசியல்த் தீர்விற்கான முயற்ச்சிகள் மேற்கொள்ளப்பட வேண்டும் என்றும் இதன் அடிப்டையிலேயே நாம் ஒரு பொது நிலைப்பாட்டை தமிழர்களிடையேயும் தமிழ் அரசியல் அமைப்புக்களிடையேயும் உருவாக்கி தமிழ் பேசும் மக்களின் உரிமைகளை வென்றெடுக்க வேண்டும் என்ற கருத்துடன் கூட்டம் முடிவு பெற்றது.
கிழக்கான் ஆதம்
அன்பின் சகோதரர்கட்கு,
தங்களின் இவ்வாறான முயற்சி வரவேற்கத்தக்க தொன்றாகும் தொடர்ந்து பயணியுங்கள். மட்டுமல்லாது முஸ்லீம்கள் வடக்கு கிழக்கு மாகாணத்தில் ஒரு குறிப்பிட்ட விகிதாசாரத்தில் வாழ்கிறார்கள் தற்போதைய புள்ளி விபரங்கள் பிரமிப்பை ஊட்டுவதாகவே இருக்கப்போகின்றன மட்டுமல்லாது அரசியல் ரீதியாகவும் அவர்கள் பலமான ஒரு நிலையிலேயே உள்ளனர் ஆகவே முஸ்லீம்களின் பிரதிநிதிகள் தங்களின் அமைப்பில் வடக்கு கிழக்கை பிரதிநிதிப்படுத்துவர்கள் கட்டாயம் இடம்பெற வேண்டும் அப்படி உள்ளடக்கியதாக நீங்கள் ஒரு குழு அமைத்தால் அதில் எங்களின் பங்கு மிகவும் காத்திரமானதாக இருக்கும் மாறாக உப்புக்குச் சப்பாக நீங்கள் உங்கள் முடிவுகளை அறிவிப்பதற்காக ஒரு சிலரை வைத்துக் கொண்டால் அதை வட கிழக்கு முஸ்லீம்கள் ஏற்றுக் கொள்ளவோ முன்வைக்கப்படுகின்ற யோசனைகளி்ல் பங்களிக்கவோ மாட்டார்கள் ஆகவே வடக்கு கிழக்கு இணைப்பு அல்லது பிரிந்து செயற்படுவது தொடக்கம் அனைத்தும் முஸ்லீம்களின் அனுமதியுடனேயே யோசனைகளில் முன்மொழியப்பட வேண்டும். அவ்வாறல்லாத பட்சத்தில் முஸ்லீம்கள் தனித்து தங்களை ஆதரிக்கும் தரப்பாருடன் தொடர்ந்து பயனிக்கும் நிலை ஏற்படும் மட்டுமல்லாது அவ்விடயம் வடக்கு கிழக்கிற்கான தீர்வில் பாரிய இடைவெளியை ஏற்படுத்திவிடும். காத்திரமான தீர்மானங்கள் எடுப்பதாயின் அமைப்புக்கள் முஸ்லீம் சிங்கள பிரதிநிதிகளின் சம்மததுடனே நிறுவப்படுவதும் அவசியமாகும். அல்லாதவிடத்து மீண்டும் தொடக்கப் புள்ளிக்கே எங்கள் பிரச்சினை பயணிக்கும் என்பது திண்ணம். பலமுறை சொந்த சகோதரர்களாலும் பாசிச வாதத்தாலும் ஏமாற்றப்பட்டு பலிவாங்கப்பட்ட சமூகம் இனி எவரையும் இலகுவாக ஏற்றுக் கொள்ளாது. முஸ்லீம்கள் உங்கள் அமைப்பில் பங்குதாரா்களாக முடிந்தால் மட்டுமே அதில் முஸ்லீம்கள் பங்களிப்புச் செய்வர். எந்தப் பேச்சுவார்தையை அடிப்படையாக வைத்து தீர்வு காண்பது என்பதும் முஸ்லீம்களுடன் கலந்தாலோசிக்கப்பட்டே முடிவெடுக்கப்பட வேண்டும் காரணம் அப்போதைய தீர்வுதிட்ட யோசனைகளில் முஸ்லீம்கள் தொடர்பான காத்திரமான எதும் முன்மொழியப்பட வில்லை என்பதே கசப்பான உண்மை. எனது மின்னஞ்சல் முகவரியில் நீங்கள் ஏதாவது கூற விரும்பின் தெரிவிக்கலாம்.
பார்த்திபன்
உண்மையில் இது காலத்தின் கட்டாயம். ஆனால் இப்படியொரு தளம் ஆரம்பித்து அதைத் தொடர்ந்து நடாத்துவது முள்ளின் மேல் நடப்பதற்குச் சமமானது. காரணம் இத்தளத்தில் உண்மையான நடுநிலைமையான செய்திகளையே போட வேண்டிவரும். அப்போது புலிகளுக்கு எதிரான செய்திகள் இணைத்தால் புலியாதரவாளர்கள் மிகவும் கேவலமாக விமர்சிப்பார்கள். அதுபோல் புலியெதிர்ப்பாளர்களிற்கு எதிரான செய்திகள் போட்டால் அவர்களும் விமர்சிப்பார்கள். இவற்றையெல்லாம் தாங்கிக் கொண்டு மக்களின் விடிவை மட்டுமே நோக்கமாக இயங்க எதையும் தாங்கும் இதயம் கொண்ட பலர் இணைந்தால் இதனைச் சாதிக்கலாம். மேலும் தமிழ்த்தளமென்று பெயர் வைத்துக் கொண்டு தனியே ஆங்கிலத்தில் மட்டுமே செய்திகள் இணைக்காது தமிழ், ஆங்கிலம் இருமொழிகளிலும் இரு தளமாக ஒரே நேரத்தில் இயங்குவது வரவேற்கத்தக்கது.
மாயா
இங்கே மலையக மக்களையும் மறக்க வேண்டாம். அவர்களை திம்புவில் மட்டுமல்ல ஆரம்பம் தொட்டே அனைவரும் மறந்தே போனார்கள். ஆனால் பெரும்பாலும் தமிழ் பகுதிகளுக்கு வெளியே மலையக மக்கள் அதிக பாதிப்புக்கு உள்ளாகியுள்ளார்கள். அதை பலர் கண்டு கொள்வதில்லை. தவிரவும் சிங்கள பகுதிகளிலுள்ள தமிழர்கள் – இஸ்லாமியர் குறித்தும் கருத்துகள் முன்வைக்கப்பட வேண்டும்.

மேலும் நாம் சில விடயங்களில் பல விட்டுக் கொடுப்புக் களையும் தியாக மனப்பான்மையுடன் திறம்பட செயற்படுவோமாயின் இவ்வமைப்பு சிறந்த விளைவினை பெறும்.

தமிழர்களுக்குள் ஏகப்பட்ட பிரச்சனை உண்டு. அவை இன்னும் தீர்ந்தபாடில்லை. தமிழனுக்கு தான் எனும் மமதை அதிகம். இது சிங்களவர்களிடம் மிக குறைவு. சிங்களவர்கள் நடந்ததை மறந்து போகக்கூடியவர்கள்.
அது தமிழரைப் போன்ற ஷோட் மெமரி எனப்படும் சுயநல மறதியல்ல. இல்லாவிட்டால் இன்றுகூட தென் பகுதிகளில் தமிழர் நிம்மதியாக வாழ முடியாது?
அரசின் நிலைப்பாடும் , பெரும்பாலான சிங்கள மக்களின் நிலைப்பாடும் ஒன்றல்ல. அவர்கள் கொதித்தெழுந்தால் அங்கே தமிழர்களே இருக்க முடியாது. இது யாதார்த்தம்.
ஆனால் தமிழர்கள் சுயநலப் போக்கோடு அன்றும் இன்றும் தொடர்ந்து இருந்து கொண்டே இருக்கிறார்கள்.அது மலையக தமிழருக்கான உரிமைக்காக யாழ்பாணத் தமிழன் குரல் கொடுக்காதிலிருந்து யாழ்பாண இஸ்லாமியரது துரத்தலுக்கு குரல் கொடுக்காதது வரை என்று கூட நிறுத்திக் கொள்ள முடியாது?
ஒரே நோக்கத்துக்காக போராடிய தமிழர் இயக்கங்கள் புலிகளால் அழியும் போதும் இந்த தமிழர் குரல் கொடுக்கவில்லை? அப்படி யாழ்பாண மக்கள் குரல் கொடுத்திருந்தால் இவ்வளவு அழிவு ஏற்பட்டிருக்காது.
கிழக்கிலோ அல்லது வன்னியிலோ அல்லது திருகோணமலையிலோ இவை நடக்கவில்லை. யாழ்பாணத்தை மையமாக்கியே அனைத்தும் நடந்தேறின. ஆனால் அடுத்த பகுதி மக்களே அனைத்துப் பாதிப்புகளுக்கும் உள்ளானார்கள்.
எனவே சமத்துவமான ஒரு சமுதாய புரட்சி உருவானால் அன்றி தமிழர் சிங்கள மக்களை ஏற்றுக் கொண்டு வாழும் மனநிலை தமிழரிடம் இப்போது இல்லை. இது முற்று முழுதான உண்மை.
அடிப்படை தமிழரிடையே சுநலம் என்பது பொதுக் குணம். அது பிரபாகரன் போன்ற தன்னைத் தவிர வேறெவரும் இருக்கக் கூடாது எனும் நிலை கொண்ட தலைமையால் தற்போதைய இளையோர் மனங்களில் மனித நேயம் என்பது வற்றிப் போயுள்ளதையே காணமுடிகிறது. இது புலம் பெயர் நாடுகளில் பெரியதொரு அவலமாக உருவெடுக்கும்.
தன் சக சகோதர தமிழனையே ஏற்றுக் கொள்ளாத அல்லது கருத்தால் வேறுபட்ட தமிழனையே ஏற்றுக் கொள்ளாத ஒரு இனத்திடமிருந்து இன்னொரு இனம் குறித்த சிந்தனை இப்படியான தமிழர்களுக்கு வருமா என்பது சந்தேகமே?
அதைக்கூட சிங்கள தேசமே தமிழருக்கு முன்மாதிரியாக இருக்க வேண்டிவரும்?
ஆனால் பிரபாகரன் போன்ற மனம்கொண்ட மற்றொரு மகிந்தவால் புலிகளைத்தான் அழிக்க முடியுமே தவிர அதைவிட எந்த அளவு முன்னோக்கி சிந்திக்க முடியுமென்பதை காலம்தான் சொல்லவேண்டும்.
அனைவரையும் ஒன்றாக பார்க்கக் கூடிய தலைவர்கள் சிலர் இருக்கிறார்கள். ஆனால் அவர்களும் தம்மைக் காத்துக் கொள்ள இனவாத கருத்தாளரோடு இணைந்து வால்களாகிப் போயுள்ளார்கள்.

NOTES ON THE CONSULTATION MEETING ORGANISED BY THE TAMIL INFORMATION CENTRE
Venue: ‘Thulasi’, Tamil Information Centre, Bridge End Close, Kingston-Upon-Thames.
Date: Sunday 22 March 2009 at 3.00pm
1. Attendees: Some members (around 39) of the Tamil Diaspora in London
2. Purpose: To provide a forum to evaluate the current situation in Sri Lanka and
to identify a process that would enable people with different political persuasions on the Tamil national conflict in Sri Lanka to come together and discuss all issues that affect the Tamil speaking communities and other communities living in the northeast and plantation areas in particular, and other parts of the island and function as a cohesive group in order to articulate the common objectives to the international community and move forward to overcome the current political impasse.
The forum is not intended to propose any solutions to the conflict, but would strive to create the cooperative context necessary for constructive conflict resolution.
3. CONDUCT OF THE FORUM: The meetings will be conducted under Thulasi Natpangu Valikatihal (Meeting Guidelines) which will ensure
• Ensure everyone has opportunity to speak.
• Irrelevant argument.
• Positive talk and ideas.
• Speak with evidence and full knowledge, avoiding anything based on hearsay or assumption.
• People can say what they have in mind without fear, but without hurting any person at the meeting or elsewhere.
• Participants are free to use the information shared, and views and opinions expressed at the meetings, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed.
• Participants to help each other to make progress and to make positive contributions to the community.
4. In further defining the purpose of the meeting, it was submitted that:• A large representative among the various members of the Diaspora, including those with affiliation to one or the other Tamil political group/party, who have been actively involved/engaged in the struggle for the achievement of a just and durable solution to the political aspirations of the Tamil speaking people in Sri Lanka both in the past and at present and have the larger interest of the Tamil speaking people, recognize the problems that are being faced in taking the issues to the next stage. They feel that it has become very important to take positive actions and steps to forge a unity among the various Tamil political groups/ parties amongst the Diaspora and that TIC should take a proactive role in this regard, without shredding off its responsibility as an organisation working with all sections of the different communities in Sri Lanka.
• The Sri Lankan conflict has now been internationalised and there is a significant interest shown in it by the International Community, including India and some other important member states of the UN.
• Matters are being addressed on many issues – which can be broadly categorised as (a) National issues, including the political aspirations of the Tamils, (b) Human Rights issues, and (c) Humanitarian issues.
• Several meetings comprising of some of the Diaspora voices from the international arena are being organised in India and other countries, including one in Singapore by the Sri Lankan Government.
• Despite significant efforts by the Diaspora, the interest of the international community tends to wane because of a lack of a cohesive voice. The absence of a cohesive voice is also being cited as the reason why the international community is able to avoid its obligations or not being forceful in their commitment to see an end to the intransigence of the Sri Lankan government both on the national issues as well as human rights and humanitarian issues. This has a profound effect on damaging the Tamils’ legitimate demands.
• India, which is inevitably is a major player, expects an inclusive and cohesive voice in defining what the Tamil peoples’ demands are.
• The Forum must be inclusive and should act responsibly in the larger interest of the Tamil speaking people, irrespective of any personal affiliations, past or present.
• Recently, a move for a UN Security Council briefing mooted by Mexico has been aborted; also, a Mauritian representation has been snubbed by the Indian government officials. The Oslo Declaration which has the backing of about 52 countries and the world’s major powers has been put in the back burner. The reasons for these have to be objectively analysed, the obstacles removed to take the campaigns forward fruitfully. We have now a never before opportunity for the international community to put a pressure on the Sri Lankan government. We will be doing a disservice to our suffering people if we allow this to slip away by any commissions or omissions on our part.
Some of the salient points, in brief, that were expressed/ agreed at the meeting when the discussion was open to the floor:
• The campaigns of the Diaspora are often reactive, adhoc and splintered and objectives confused. The reasons for the current impasse must be addressed, obstacles removed, a cohesive group evolved and appropriate strategies adopted so as to maximize the opportunities for influencing the international community to take the campaigns forward for a swift and satisfactory conclusion.
• The group should be inclusive of the LTTE as a major player and those voicing/articulating them. LTTE constituency may be unwilling or reluctant but must be persuaded to understand the realities in the larger interest of the people. It may also include those who have for some reason opted out of the process but have dispute with the Sri Lankan state on wider issues.
• There is a vacuum in the political leadership amongst the Diaspora and that is one of the reasons for the absence of a cohesive approach. We are not clear on what we are doing and where our campaign and actions are realistically taking us. We have to be proactive in our approach instead of merely reacting to events.
• The immediate objective must be a cease fire for which the LTTE must be persuaded to address the concerns that are being adduced for not effecting it and take concrete steps to alleviate the suffering of the people which is daily becoming increasingly acute. At the same time the international community must ensure that the cease fire will not lead in breaking out in the future into a further atrocious war that will only increase the suffering of the people and thus negate the purpose of the cease fire.
• The Tamil identity and the Tamil homeland concept cannot be erased or ignored as it is what has been emphasized upon the people for the last several years. Likewise, the identity of the Muslims and the plantation Tamils must be recognized and respected.
• With the Tamils now disbursed all over as a result of the war, the problem is no more confined to those only living in the North or East but has transformed into a problem of the minority groups living in the entire Sri Lanka. Also, the Muslim factor has become an important one and due accommodation must be given to it.
• India’s current and explicit position is that it will not accept a partition of Sri Lanka. This must be addressed and reasons established.
• The international community has acknowledged and recognized that Tamils have genuine grievances and that it is imperative on the part of the Sri Lankan government to soon arrive at a just and durable political solution under a united Sri Lanka that would meet the aspirations of all the communities of the country. We must take steps to build upon this position that is favorable to us and push the process forward.
• We should organize a seminar/conference to discuss objectively the current situation in Sri Lanka , what can be done to go forward instead of merely dwelling on the past history, and how best the Diaspora, who has a very important role to play, can further positively and effectively contribute to the process.
• One major reason for our failure in achieving our political objectives and demands are the absence of unity, greed for power and positions. It is imperative at least now that we find unity in diversity for a conflict resolution under a united approach to achieve the common goals.
• We have been effectively pushed back to a ground situation which is even worse than we had 30 years back. We have to learn the lessons, forget the past, determine how we can proceed and the process must be inclusive and not partisan.
• A paper entitled “Navigating our Peoples’ struggle through uncharted territories” was submitted by ‘The Academy of Science and Arts for Tamils in Ceylon” (ASATiC) was submitted highlighting the different dimensions, phases and historical process through which the Tamil struggle for their political aspirations have passed through, the perception of the present situation in regard to the national and international communities and the various pathways and options on the future courses.
It was agreed that:
• An approach is made to the British Tamil Forum (BTF), whose efforts in bringing the issues to the international community has been significant and had demonstrated its ability to mobilize the people on how best we can take this forward for a collective, cohesive and coherent campaign in the larger interest of the people so that the current interest of the international community is not dissipated. For this, a group comprising of the following was formed:

Mr. Paramakumaran
Dr. Neethi
Mr. Sothilingam
Mr. Navalan
Mr. Pandian
Mr. Pandian suggested that since he had already talked to some of those in the BTF, he may be excluded, if necessary.
The meeting with the BTF is to be arranged by Dr Ratneswaran and Mr Paramakumaran.
• It was also suggested that since the principles put forward at the Thimpu conference were accepted by all the groups engaged in the struggle for the Tamils’ rights, these principles, with some modifications to take into account the changes and developments since then, may form the basis to arrive at a minimum working programme on the national issues as well as the human rights issues.
• It was generally felt that the meeting was very useful in providing a platform to freely air every one’s opinion and that further similar meetings at different levels would be fruitful to constructively take forward the various campaigns of the Diaspora in the UK and overcome the current obstacles and the impasse that are faced.
